Rangel Censured
The House of Representatives voted 333 to 79 to censure Rep. Charles Rangel for his ethics violations yesterday. Censure is the most severe sanction that Congress can administer short of expulsion. He was the first lawmaker to receive the punishment in almost 30 years, and the 23rd ever. Beyond the stain on his career, the censure will have little practical effect. A move to lower the punishment to a reprimand - a discrete letter about a member's misbehavior - failed 267 to 146. If Rangel were pushed to resign, observers are speculating that Gov.
